National Umpire Education Programme

INTRODUCTION
The National Umpire Education Programme (NUEP) is intended for technical officials who already work with education of umpires in their home country – preferably being affiliated to the national association. Members of the BEC Umpire Assessment Panel will conduct the programme, and participating Members will be guided and taught upon “how to bring your national umpires to international level”.

This programme is divided in three levels:

Level 1: national umpire assessors from various Members are brought together during a Circuit tournament for a workshop on the following topics:
  • Explain how the BEC umpire assessment panel works and is organized
  • Give an overview of the level expected from the BEC umpires
  • Share the best practices among all European countries

Level 2: during a Junior (U19) tournament taking place in a region (see below), the assessor responsible for each region will run a workshop for the national umpire assessors (1 per Member) and young promising umpires (1 per Member) from this region.

Level 3: the assessor responsible of each region can go to one of the countries in his/her region and give a training workshop for the umpires of this country.

Members have been divided into these geographical regions for the level 2 and 3 of this programme:



Each region will have a dedicated member of the BEC Umpire Assessment Panel to be responsible for it:
  • Region 1: Michael Fyrie-Dahl
  • Region 2: Christian Johannessen
  • Region 3: Gunars Lusveris
  • Region 4: Bert Vanhorenbeeck
  • Region 5: Christof Osebold
  • Region 6: tbc
  • Region 7: Håkan Fossto
The assessor responsible of each region is available to help/guide umpires of this region.

PROCESS, PLANNING, HOSTING AND PARTICIPATING POSSIBILITIES 
For the level 1, all Members and umpire correspondents will be informed when a workshop is organized. As 3 workshops were organized in 2018/2019, we don't expect to organize another edition of the Level 1 before 2024 and focus on delivering Level 2 in 2022 and 2023.

For the Level 2 workshops, BEC has selected one Junior Circuit tournament in each region and all Members from this region will be invited to nominate one national umpire assessor and one national umpire with good international potential to participate in the workshop. The Level 2 will follow the below schedule:
  • Day 1: the day before the tournament starts, a theoretical session of 2 hours before the umpire briefing
  • Day 2: first day of the tournament, practical session with appraisals of the umpires
  • Day 3: departure of the BEC assessor and the national umpire assessors, the umpires stay until the end of the tournament and continue to umpire at the tournament.
For the level 3, the assessor responsible of each region will go to one of the countries in his/her region and give a training workshop for the Members of this region. The Members of each region will be able to request for a Level 3 workshop to be organized in their country once this region has completed the Level 2. The Level 3 is expected to start in 2023.

SUPPORT
For the Level 1, BEC will cover 2 nights of accommodation in shared twin rooms and meals in connection with the workshop for each participant. Furthermore, BEC will offer each foreign participating Member a travel grant of 250€.

For the Level 2, BEC will cover 2 nights of accommodation in shared twin rooms and meals in connection with the workshop for the national umpire assessors. Furthermore, BEC will offer each foreign Member a travel grant of 250€ to cover the travel cost of the participants. National umpires attending the tournament in connection with the Level 2 workshop will also be provided with food on Day 1.

For the Level 3, BEC will communicate in due time which administrative and financial support will be offered.

OUTCOMES
The objective of the National Umpire Education Programme (NUEP) is to develop a regional network of national umpire’s tutors and to bring together talented umpires to coach them towards the BEC level. We hope that through the NUEP we can strengthen the relationships among the Members in the field of umpire coaching and training, but also help our Members to deliver new promising umpires.
